There is no official rule in FIFA, UEFA, or national associations that specifically dictates who gets the match ball when multiple players score hat-tricks.
Previously, the first and general convention was that the first player to complete a hat-trick often claimed the ball. But since the introduction of multiple match balls (used for different halves or as spares), each player takes one.
